Tentative Draft Wording for a Protocol VI of the CCW

I have been pushing for definitions and draft treaty wording for some time.

Here I provide two drafts of key clauses that might be included in a Protocol VI of the CCW or some other treaty instrument.

Draft A is based on the notion that a "human in the loop" between select and engage reviewing and approving targeting decisions in real time is the normative requirement. This is based on what I think The Campaign to Stop Killer Robots and related NGOs would like.

Draft B is based on the Dutch concept of the "meaningful human control in the wider loop" which may be objectively more likely to get the votes for a treaty addition.

Wording is modelled on Protocols II and IV of the CCW.

A more detailed rationale for wording choices with reference to the UNIDIR paper is provided in a separate page.

These drafts are obviously tentative and incomplete. However, I think they express some if not all of the essential points nations might see fit to include in a treaty instrument.
